The ICH Charter – provide a collaborative public/private research institute for assuring the business value of commercial technologies in government IT programs
The ICH Mission develop and promote mechanisms which align government business needs with proven commercial IT solutions
The ICH Vision Increase the success rates of government IT programs through:
·         improved definition of capabilities and associated evaluation metrics
·         visibility into commercial implementation best practices
·         identify, validate and promote viable interoperable IT solutions
·         improve collaboration between buyers and suppliers of appropriate solution components
The ICH Guiding Principles

  • Represent the common interest of public and private partners
  • Transparency in motives and influences
  • Provide an open and collaborative environment for an ethical exchange of IT implementation best practices
  • Trustworthy, accurate, and timely research
  • Share cost and burden of solution vetting between public and private partners

The ICH Goals increase the effectiveness and efficiency of the IT planning, architecture and acquisition processes, through:

  • Greater adoption and utilization of commercial off the shelf solutions (COTS) and emerging innovations
  • Establishment of standards of practice and associated metrics derived from evidence based research
  • Facilitating a better public/private understanding and exchange of critical issues and available solutions
  • Providing ethical public/private collaboration for solving common problems and increasing competencies in critical technical areas
  • Better alignment of architectures, components and available alternatives with key business drivers and capabilities based acquisition
